Contract 26/024MF-03 is for facility management and maintenance software specifically. If you need something outside that - a permitting portal, a custom business application, a data migration, general IT services - we do that work too, but it has to be bought through a different contract.
Texas agencies can use our Texas DIR contract DIR-CPO-5938 for custom development. Federal agencies can use our GSA schedule 47QTCA23D00E1. Tell us what you are trying to do and we will point you at the right one, including when the right answer is a vehicle we do not hold.
Who Can Buy Through This Contract
Choice Partners is the national purchasing cooperative of the Harris County Department of Education. It has run cooperative purchasing since the 1960s, which makes it one of the oldest government cooperatives in Texas. Its contracts are competitively bid and awarded by the HCDE Board of Trustees, so buying through one already satisfies your competitive procurement requirement.
Membership is free. Eligible organizations include public school districts, charter schools, private schools, community colleges, universities, cities, counties, special districts, other government agencies and nonprofits. This contract is approved for a national market area, so members outside Texas can buy under 26/024MF-03 as well.
Texas Members
Texas agencies join by signing an interlocal agreement under Chapter 791 of the Texas Government Code. Your governing board approves it, you return it to Choice Partners, and the HCDE board authorizes it. Once it is on file you can purchase from any Choice Partners contract, including ours.
Choice Partners also meets the procurement standards of the State of Texas and the UT System Board of Regents, so UT institutions can use it.
Members Outside Texas
Agencies outside Texas register as members and follow their own state's rules for cooperative purchasing. Many states allow it directly; some ask for an interstate participating agreement. Choice Partners will tell you which applies, and we are glad to help you work it out.

Yes you can use federal funds on this contract. Choice Partners follows EDGAR and the Uniform Guidance at 2 CFR 200 for every procurement it runs, and every awarded contract carries EDGAR certification.
For purchases at or above $150,000 in federal funds, your organization will need to verify that Choice Partners followed EDGAR procurement rules, including the cost or price analysis requirement. Choice Partners provides that documentation on request.
This matters for facility work in particular, because so much of it is grant funded. If you are using federal money on deferred maintenance, safety compliance or facility modernization, a cooperative contract procured under EDGAR is usually the cleanest path for your auditor.
